Federal agencies have introduced new research security training requirements that impact proposal submissions to the National Science Foundation (NSF), Department of Energy (DOE), and US Department of Agriculture (USDA):
NSF: Starting October 10, 2025, all PIs, Co-PIs, and Senior/Key Personnel must complete research security training within the 12 months prior to proposal submission. Proposals will not be submitted unless this requirement is met.
DOE: Similar requirements are already in effect as of May 1, 2025.
USDA: The agency recently issued a memorandum requiring research security training for R&D and S&T awards. USDA requires the completion of research security training “not more than one year prior to the date of application and…annually for the duration of the award.”
We expect additional federal agencies and sponsors to adopt similar research security training requirements in the coming months.
OSPA will NOT submit proposals unless the training has been completed (effective October 10 for NSF and PHS; currently effective for DOE and USDA). For instructions on accessing the CITI training, visit the ORC's training resources webpage or email orc@siu.edu.
